Not all of the Osha Thai stores offer GF menus. Embarcadero 4 store does offer a menu. The other stores offer to "alter dishes:"

Symptomatic Celiac

Definitely not Celiac safe. I got different answers different times I went there for what was safe. The first time I went, I got sick, but was so convinced by the waitstaff that i didn’t blame it on the restaurant. The second time there, the waitstaff made clear most was not Celiac safe, and I had to order a bowl of steamed rice. Do not recommend.

They have a gluten free menu. I've eaten there a few times and not gotten any sort of reaction, and they seem appropriately cautious.

HOWEVER - the gluten free menu is very limited compared to other local Thai places, and it's high $$ / slow service / non-spectacular food.

There is a GF menu, with lots of choices. Food was excellent and service, wonderful. I'd definitely recommend!

I’ve eaten here a few times and always react negatively afterwards. They have a GF menu, but the wait staff always seems dismissive when I’ve asked them to prepare my order with clean utensils/clean gloves/etc. My colleague (also a celiac) ate here a few weeks ago and also got sick. The wait staff either isn’t giving instructions to the chefs, or they just don’t care/have proper protocols in place for cross contamination. I wouldn’t recommend for celiacs.
