Was really struggling to find anywhere gluten free at Singapore airport while transiting. (Plenty of options if you are actually entering Singapore)

This was one of the only places I could find and trust. Gluten free menu available on request with about 5 options (including Masala Dosa).

I was so happy to find a stall marked as having GF options available. The person at the stall shared a version of the menu with gf items marked with me when I asked. I didn’t enquire further about how things are made, but I believe they only offer one type of dosa (gluten free) so all should be safe. The masala dosa I had was hot and tasty. 3 safety stars only because they do make non-gf items in the same area.
