Pub Kompressor have the nicest pancakes you will eat. They have a large choice of savoury or sweet pancakes of their which any can be ordered GF. It is not a dedicated GF eatery but we ate there 3 times during a 4 night stay in Tallinn and i was a perfectly happy celiac 😀
